To print at actual size. The easiest way is to open it in MS Paint you can click File - Print - Page Setup - Scaling - Adjust to 100% normal size. This way you can print the real size.
Then You can take it to your local shop and get inked ;). Your tattoo artist might need to do some minor adjustment for a perfect fit as each person has a bit of a different size and shape.
